European equities are trading little changed this morning on the back of markets in the US and Asia having posted only slight gains overnight with most traders preferring to stay on the sidelines ahead of today’s all important FOMC meeting.
A majority of analysts especially after last week’s poor Non Farm Payroll showing is expecting that the Fed today will finally announce another round of quantative easing or some sort of other significant stimulus for the US economy. In case Fed Chief Bernanke would fail to deliver disappointment probably will sit deep but should be only temporary as many are convinced that sooner or later the Fed will be forced to act as the economy is showing no signs of rebounding instead fundamentals seem to slowly deteriorate compared to a just a few months ago.
In the Netherlands the incumbent Prime Minister Mark Rutte has won the election with little change expected in regard of Dutch policies towards Europe which probably comes as a relief to German Chancellor Merkel as the Netherlands have been one of her major supporters in her European wide austerity drive. While certainly be outshone by the FOMC meeting later some attention this morning will also grab the forecasts for Germany issued by the Germany economic institute IFW midmorning.

Hausse des prix par rapport au mois précédent – renchérissement annuel proche de zéro

En août 2012, l’indice des prix à la production et à l’importation, établi par l’Office fédéral de la statistique (OFS), a augmenté de 0,5% par rapport au mois précédent. Il se situe à présent à 98,3 points (base décembre 2010 = 100). Cette hausse s’explique essentiellement par le renchérissement du pétrole et des produits pétroliers ainsi que des produits chimiques et pharmaceutiques, qui sont relevés trimestriellement. En rythme annuel, le niveau des prix de l’offre totale des produits importés et des produits du pays a enregistré un léger recul de 0,1%.

The Producer and Import Price Index calculated by the Federal Statistical Office (FSO) rose by 0.5% in August 2012 compared with the previous month, reaching 98.3 points (base December 2010 = 100). This was primarily attributable to higher prices for oil and petroleum products as well as for chemical and pharmaceutical products which are collected on a quarterly basis. The price level of the whole range of domestic and imported products dropped slightly by 0.1% year on year.

Der vom Bundesamt für Statistik (BFS) berechnete Gesamtindex der Produzenten- und Importpreise stieg im August 2012 um 0,5 Prozent gegenüber dem Vormonat und erreichte den Stand von 98,3 Punkten (Basis Dezember 2010 = 100). Verantwortlich dafür waren vor allem die höheren Preise für Erdöl und Erdölprodukte sowie für die vierteljährlich erhobenen chemischen und pharmazeutischen Produkte. Innert Jahresfrist sank das Preisniveau des Gesamtangebots von Inland- und Importprodukten leicht um 0,1 Prozent.

Commerce international de marchandises du Canada, juillet 2012
Les exportations de marchandises du Canada ont diminué de 3,4 %, et les importations ont baissé de 2,2 % en juillet. Ainsi, le déficit commercial du Canada avec le monde s'est accru, passant de 1,9 milliard de dollars en juin à 2,3 milliards de dollars en juillet.

ECONOMY - Crise économique et démocratie ont dominé le débat sur l'état de l'Union - Parlement Européen

Les députés ont apporté un soutien mitigé à la vision du Président Barroso, se félicitant globalement de la nécessité d'une Europe plus forte, mais soulignant le besoin de mieux traiter les questions sociales et estimant que ses propositions de fédération manquaient d'ambition. Les principaux groupes politiques ont plaidé pour un budget européen fort porteur d'investissements et de croissance. Moins d'Union européenne, telle a été la solution préconisée par les groupes de l'aile droite du PE.

Le Président de la Commission, José Manuel Barroso, a lancé le débat de quatre heures, presque exclusivement centré sur les effets de la crise économique et sur la démocratie, en soulignant que le temps était venu pour les pays d'Europe d'accepter le fait qu'ils ne pouvaient pas individuellement faire face aux problèmes auxquels ils sont confrontés. Il a ensuite exposé sa vision d'une union économique approfondie fondée sur une union politique prenant la forme d'une fédération d'États-nations.

Une nouvelle UE pourrait naître de la crise
Les implications de la crise pour l'avenir de l'Union européenne et la façon dont elle se connecte aux citoyens, telle a été une question clé soulevée par les députés.
Le concept de M. Barroso de "fédération d'États-nations" a été critiqué à la fois par le chef de file du groupe libéral, Guy Verhofstadt (BE), et par le leader du groupe Vert, Daniel Cohn-Bendit (FR). "Cette fédération existe déjà, c'est le Conseil européen. Nous avons besoin d'une union basée sur les citoyens", a déclaré M. Verhofstadt. "Un espace public européen, tel doit être l'objectif", a ajouté M. Cohn-Bendit.
Pour sa part, Joseph Daul (FR), président du groupe PPE, a mis l'accent sur l'adhésion des individus. "Notre tâche principale est d'aller expliquer et convaincre, même si cela ne sera pas facile", a-t-il insisté.
En réponse, M. Barroso a déclaré à l'Assemblée que la Commission propose aujourd'hui une loi sur les partis politiques européens pour aider à promouvoir la "démocratie européenne, complément à la démocratie nationale". Il a ajouté qu'il était temps d'avoir des partis politiques véritablement transnationaux, qui valorisent l'Union européenne, suggérant que chacun de ces partis propose un candidat pour le prochain poste de président de la Commission européenne.

Garanties sociales et croissance
Evoquant de nouveau les besoins fondamentaux des citoyens, les députés ont également fait remarquer à M. Barroso qu'il était nécessaire de travailler sur le maintien d'une Europe sociale, en dépit de la crise grandissante.
"Il existe une alternative aux coupes, qui doit être basée sur les investissements", a déclaré le chef de file du groupe S&D, Hannes Swoboda (AT), soulignant la nécessité d'un pacte social et ajoutant que sans une Europe sociale, le groupe des socialistes ne pourrait pas soutenir la Commission.

"Ce que les gens veulent aujourd'hui, c'est de la solidarité. Nous devons la leur donner avant d'examiner l'avenir. Il est inacceptable que nous encouragions une culture de sanctions", a déclaré Gabriele Zimmer (DE), présidente du groupe de la Gauche unitaire européenne.
M. Barroso a insisté sur le fait que les réformes entreprises étaient dures mais nécessaires, en admettant cependant qu'il est également "indispensable" de concevoir une "dimension sociale européenne".
Concernant le budget, les députés et M. Barroso étaient largement d'accord sur le fait qu'il s'agit d'un instrument crucial pour les investissements et la croissance. C'est pourquoi les députés ont insisté sur le fait que des ressources suffisantes devaient y être allouées, tandis que M. Barroso a estimé que ceux qui allaient perdre une petite partie du budget de l'UE étaient les États membres eux-mêmes.

Moins et non plus
Les groupes EFD et ECR ont tenu des propos critiques envers M. Barroso. "Tous ce que nous voyons, c'est une approche identique et lasse: plus d'Europe au lieu d'une meilleure Europe", a déclaré le leader du groupe ECR, Martin Callanan (UK). Nigel Farrage (UK), à la tête du groupe EFD, a vilipendé le projet de M. Barroso, le traitant de "dictature émergente et insidieuse de l'euro".

Public debt of about Euro 25,000 per inhabitant in 2011
At the end of 2011, the debt owed by the overall public budget (Federation, Länder, municipalities/associations of municipalities and statutory social insurance, including any extra budgets) to the non-public sector amounted to Euro 2,025.4 billion. As reported by the Federal Statistical Office (Destatis) on the basis of final results now available, that corresponded to a theoretical debt of Euro 24,771 per inhabitant.

Risk of poverty increasing in most Länder
People’s risk of poverty in 2011 was above the level of 2010 in most Länder. The Federal Statistical Office (Destatis) also reports that Bremen (22.3%) and Mecklenburg-Vorpommern (22.2%) had the highest at-risk-of-poverty rates in Germany.

6.1% less start-ups of larger businesses in the first half of 2012
As reported by the Federal Statistical Office (Destatis), nearly 70,000 businesses were founded in the first half of 2012, whose legal form and number of employees suggest some economic importance. That was 6.1% less than in the first half of 2011.

STATISTICS - L’économie africaine devrait rebondir en 2012 - African Economic Outlook

L’économie africaine devrait rebondir en 2012, après le repli général observé en 2011, à 3,4 %, provoqué par les révoltes populaires et l’instabilité politique.

Le continent se remet de la crise mondiale de 2009 et devrait poursuivre dans cette voie même si un nouveau ralentissement global freine sa croissance. Avec la reprise progressive dans les économies d’Afrique du Nord, la croissance moyenne du continent devrait repartir, à 4,5 % en 2012 et 4,8 % en 2013. À court terme, le contexte international restera difficile.

STATISTICS - Un excédent en hausse du commerce international de biens de l'UE27 avec l'Afrique du Sud - Eurostat

Après le recul du commerce de biens de l'UE27 avec l'Afrique du Sud en 2009, un retour à la croissance a été observé en 2010 et 2011 tant au niveau des exportations que des importations, ces dernières progressant néanmoins à un rythme plus modéré. La valeur des exportations de l'UE27 vers l'Afrique du Sud a atteint un pic de 26,6 milliards d'euros en 2011, tandis que les importations se sont élevées à 20,5 mrds, soit un niveau encore inférieur à celui enregistré en 2007. En conséquence, les échanges de biens de l'UE27 avec l'Afrique du Sud ont enregistré un excédent de 6,1 mrds en 2011, contre +1,4 mrd en 2010 et -3,1 mrds en 2009.

STATISTICS - New OECD data show global investment falling sharply in 2012

Thought this might be of interest: according to new OECD data, international mergers and acquisitions are set to fall sharply in 2012 to USD 675 billion, down 34% on 2011 (USD 1 trillion). According to Michael Gestrin, the report’s author, this decline is largely explained by uncertainty over prospects for global economy and international business fears of rising protectionism creating a riskier investment environment.

At the same time as international mergers and acquisitions have been declining, firms have also been increasingly divesting themselves of international assets, such as selling foreign subsidiaries. As a result, net IM&A (the difference between IM&A and international divestment) has dropped to $317 billion, its lowest level since 2004. Outward IM&A by European companies is projected to fall the most (-48%), followed by IM&A from Africa and the Middle East (-38%), and North America and Asia (both -26%). IM&A by Latin American companies is on track to increase by 130% on the back of big intra-regional deals in airlines, steel, telecommunications, and retail.

In the past three years, net IM&A has fallen to 48% of gross IM&A. This highlights the double impact of the economic crisis on international investment flows. Not only do firms reduce their international investments, they also become more prone to divesting themselves of international assets.

International M&A by state-owned enterprises (SOEs) has increased significantly in recent years. According to Gestrin, this is likely due to cash-rich firms taking advantage of low prices and strategic long-term investment by SOEs. In 2008 and 2009, IM&A by SOEs almost tripled from $51 billion in 2007 to $139 billion in 2009. During this period the share of IM&A by SOEs grew from 3% to a record 21% of the global total. During the most recent declines, IM&A by SOEs has again started to climb, projected to reach $72 billion this year, up from $60 billion last year. s such, IM&A by government-owned entities is set to once again climb above 10% of the global total. China has dominated these rankings for the past three years.

European financial markets are on the soft side this morning, with investors holding back from building risk positions ahead of the FOMC meeting after the European closing bell. European indices are in tight ranges as are peripheral bonds while the dollar earlier hit 7-month lows versus the yen on the expectation that the Fed will resort to stimulus measures. Even a solid Italian bond auction failed to kick markets higher, with the country selling its targeted amount and paying sharply borrowing costs than previous auctions.

The waters are calmer in Europe after the German high court ruling in favour of the ESM yesterday and euro positive Dutch elections, as both events build on the improved sentiment following last week’s announcement by the ECB that it will buy bonds for distressed nation with conditions. The focus is now on squarely on the Fed and to QE or not to QE is the question. Given the slowdown in global growth, markets keep looking for another liquidity fix after the ECB satisfied last week so now the pressure is on the Fed.

Last week’s poor US nonfarm payrolls report tipped the scales in favour for some sort of stimulus response by the Fed today, although it does seem rather surprising that one poor report can change market expectations so quickly given that other data points from the US are still pretty resilient such as yesterday’s wholesale inventories. Judging by US macro data over the past few weeks, it is fair to say that economic growth appears sluggish in the US and the Fed may need to hold the country’s hand in the near term if we want to see meaningful growth in the US.

That said, it isn’t dire enough in the US to warrant an aggressive response today, especially given that we have presidential elections in November and more recently, the ECB flexing its muscle by stepping into the bond markets. Today’s meeting will be the last chance for the Fed has to pump more QE as it is increasingly unlikely the central bank will turn on liquidity taps in October, a month before the elections.

The most likely outcome from today’s meeting seems to be an extension of the low-rates mantra into 2015 from 2014, adjusted economic growth forecasts and more hints of stimulus action – [QE] seems more likely in December rather than anytime soon. The reaction across financial markets if the Fed were to hold on stimulus would be a short lived selloff, with the real test tomorrow as we see the release of US retail sales, industrial production and University of Michigan confidence report. Back to today, aside from the Fed, we have a weekly jobless claims report from the US which should give us further insight into the state of the country’s labour market. Ahead of the jobless claims, we are calling the Dow Jones Industrial Average down around 17 points and the S&P 500 off just 2 points.

ECONOMY - CONTINUED SLOWDOWN OF CHINA MIGHT AFFECT ASEAN ECONOMIES - OECD Development Centre


Growth in China and India continues to be weak in the coming months. Overall growth momentum in ASEAN economies still shows some resilience, though some signs of slowing are observed, according to the latest Asian Business Cycle Indicators (ABCIs).

Continued Euro-area uncertainty will remain a major downside risk for the ASEAN economies. It affects the ASEAN economies mainly through the trade channel. The degree to which ASEAN is affected may differ by country. For instance, a relatively large potential impact can be envisaged in Singapore. Indonesia will face a decrease of exports, though strong investment will cushion the negative impact to some extent. On the other hand, the Philippine economy remains relatively resilient due to its strong domestic demand and Thailand’s recovery continues to be robust, driven by strong domestic investment under the uncertainty.

In addition, “indirect channels” of Euro-area uncertainty through China - via weakening China’s exports to Europe - will have a non-negligible impact on Southeast Asia. In this sense, recovery of the two giant economies will be important for the near-term outlook in the region. In China, declining and weak firm profit remains a challenge; while in India, domestic demand (both investment and consumption) is unlikely to be an engine for growth - partly due to the still high inflationary pressure.

MARKETS - Crise de la dette : la Fed, troisième volet d’un « triptyque » décisif - Fabrice Cousté, DG de CMC Markets France


La décision de la BCE en faveur d’un programme d’assouplissement quantitatif, représentait le premier épisode d’un « triptyque » décisif. Une semaine après l’annonce retentissante de Mario Draghi, les marchés financiers ont gagné un peu plus en certitudes avec l’apaisante ratification du MES (Mécanisme Européen de Stabilité) par la cour constitutionnelle de Karlsruhe. L’Allemagne donne ainsi son feu vert au sauvetage de l’euro. Si cette décision n’a pas procuré de stimulation supplémentaire pour les marchés boursiers (cette avancée étant en grande partie anticipée), elle permet surtout à la zone euro de gagner en maturité politique. A force d’avancées progressives, de quelques déceptions sévères mais aussi de nombreuses concessions lors des deux dernières années, l’Union Européenne s’est forgée une convergence budgétaire, plus en adéquation avec la réalité d’une « vraie » zone monétaire.

Troisième étape salutaire, la décision de la banque centrale américaine attendue ce soir.
Il est fort à parier que Ben Bernanke va suivre la voie de la BCE, en confirmant à son tour la volonté de la Fed de s’engager dans un programme de rachats d’actifs, de nature à détendre les taux obligataires et à stimuler une économie atone. Il s’agit là de deux enjeux majeurs, à l’heure où la falaise fiscale américaine va peser sur les prochaines élections présidentielles et où la fébrilité de l’emploi américain sape la reprise de la consommation des ménages. Reste à savoir à quel moment la Fed souhaitera mettre en œuvre ce dispositif, dans les prochaines semaines ou en 2013.

Si l’hypothèse d’un « Quantitative III » se confirmait, les marchés financiers se trouveraient dans une situation assez significative, où l’ensemble des grandes banques centrales mondiales (BCE, Banque centrale chinoise et Fed) seraient engagées dans des politiques d’assouplissement monétaire ultra-accommodantes.

De quoi entretenir le mouvement de normalisation actuel des spreads sur les marchés obligataires souverains. De quoi soutenir aussi le rallye des matières premières (pétrole et métaux précieux), qui continueraient de bénéficier de la dépréciation programmée du billet vert. En revanche, la tendance des marchés d’actions est moins explicite. D’un côté les valeurs de la zone euro devraient bénéficier de la détente du risque souverain en Europe et d’une réexposition à bon prix de la part des investisseurs. De l’autre, le « report » des craintes vers les Etats-Unis et sa problématique budgétaire, et vers la Chine dont le rythme de croissance s’étiole, risque de peser sur la valorisation des actions dans ces zones d’investissement. D’autant qu’après leur progression au premier semestre, les valeurs américaines présentent des niveaux de valorisation excessifs qui justifient des prises de bénéfices. En somme, une rotation géographique des actifs s’impose !
