Under the new provision, the Securities and Exchange Commission would instead establish and oversee a powerful credit-rating board that would act as a middleman between issuers seeking ratings and the rating agencies. The board would select which agency provides the "initial rating" for certain securities known as structured bonds.

Fondamentalement, il s'agit donc d'intégrer un organisme gouvernemental dans le choix des agences.

Le commentateur Derek De Cloet du Report on Business y va de réserves aussi dans son article de samedi Debt Raters too Easy on the U.K.'s Easy Money. De son côté, il signale que le problème des agences se situe peut être ailleurs :
What if the issue is not that rating agencies are conflicted, but that they are simply not as good as we think at analyzing highly complex events? “The biggest problem is that lazy money depends on rating agencies,” says one of the smartest debt investors I know. They shouldn’t, this person says: Rating agency analysts are typically underpaid, overworked, and the good ones are inevitably picked off by Bay Street or Wall Street firms that will pay them a lot more.
